Анотація

У статті досліджується створення Європейської Ради(ЄР) як інституту Європейських Спільнот(ЄСп). Визначено головні чинники, які вплинули на трансформацію самітів глав держав та урядів у нову установу. Окремо приділено увагу інституційній політиці французьких президентів Шарля де Голля, Жоржа Помпіду, Валері Жискар д’Естена. Розглянуто основні здобутки міжурядових конференцій у Гаазі (1969 р.), Копенгагені (1973 р.) та Парижі (1972 і 1974 рр.), в тому числі у сфері інституційних перетворень. Зроблено висновок, що створення ЄР у 1974 р. стало результатом компромісу між державами-членами ЄСп, продиктованого позитивними результатами названих самітів та умовами часу.
